INSROA President Officer Scott T. McKinney currently works for Butler University Police Department.
Officer McKinney has worked as a patrol officer, field training officer, training coordinator, investigator, a shift lieutenant, and school resource officer / school police office, Director / Chief of Police and Security Services, and Assistant Chief of Police. He has a broad knowledge from various backgrounds in law enforcement.
Officer McKinney has been successful in implementing a statutory school police department in two different school districts in Indiana. He has attended training through the Indiana Law Enforcement Academy, National Association of School Resource Officers, the Indiana School Safety Specialist Academy (Indiana Department of Education), the Indianapolis Metropolitan Police Department (Field Training Officer Certification program), and other various law enforcement training programs. He has worked on many Emergency Management projects to include the Crime through Environmental Design (CPTED) model.
Officer McKinney attended the University of Indianapolis for Criminal Justice and graduated from Vincennes University with a degree in Law Enforcement.
Officer McKinney has been married to his beautiful wife for 16 years and has four children. He grew up on the south side of Indianapolis and graduated from Franklin Central High School. He is highly involved in his church and currently is an Assistant Scoutmaster with BSA Pathfinder District Troop #1776.
President McKinney is proud to serve INSROA as the current President. He is blessed to work alongside so many awesome SROs in Indiana.
